Sir,
Foreign Office, June 17, 1913. WITH reference to the letter from this Department of the 16th May last, I am directed by Secretary Sir E. Grey to transmit herewith, to be laid before the Marquess of Crewe, copy of a despatch from His Majesty's Minister at Peking,* forwarding a memorandum from the Wai-chiao Pu, requesting His Majesty's Government to consent to a revision of the Opium Agreement of the 8th May, 1911.
Sir E. Grey would suggest, for the consideration of Lord Crewe, that the Chinese Government should be informed, in reply, that His Majesty's Government are willing to revise the agreement on the lines indicated by Sir J. Jordan in the enclosed despatch.
